Subject: Norwich Western Link project update

Dear Clerk to Parish Council

I'm really pleased to tell you that we will be launching our fourth public consultation on our Norwich Western Link project later this month.

The date for your diaries is Monday 15 August, which is when the Pre-Planning Application Public Consultation will launch, and it will close eight weeks later at midnight on Sunday 9 October. The consultation will give people the opportunity to view more details on the design of the route, including the viaduct over the River Wensum, as well as complementary measures being proposed as part of the project. We're keen to share this information with you and get your feedback so we can consider it before we finalise and submit the planning application, which we intend to do next year.

We'll be holding a number of local consultation events during the consultation period, where people can come and view information on display and discuss the proposals with members of the project team. These events will be held at:

  • Barnham Broom Village Hall on Friday 2 September (12-8pm)

  • The Costessey Centre on Friday 9 September (1-8pm)

  •  Weston Longville Hall for All on Thursday 15 September (12-8pm)

  • Felthorpe Village Hall on Thursday 22 September (12-8pm)


I'll try to make it along to as many of these as possible, so I might see you there. And if you can't make any of these dates or venues, there will also be opportunities for people to speak to members of the project team about the proposals via bookable online and phone appointments.

Once the consultation launches, people will be able to view information on the proposals via the Norfolk County Council website at www.norfolk.gov.uk/nwl. I'll email you again on the day of the launch with more information, including how you can take part. In the meantime, we would appreciate any help you can give us to spread the word about the consultation and the events so that anyone with any interest in the project has the chance to give us their views.

Launching this consultation will get us closer to submitting the planning application and ultimately to our goal of starting construction in late 2024 and opening the road for use in late 2026. I'm looking forward to sharing more details with you and everyone.

Good morning,

 

We’re changing the way we provide updates on crime and policing matters to our communities.

 

We know there’s lots of advantages to knowing what’s happening in your local area; being informed means you can take preventative measures and might be able to help us solve crime.

 

This work forms part of a wider review around how we interact with our communities, which includes a public engagement survey that launched earlier this month.

 

We want to better understand how and when our communities want to hear from us, the type of information they’re interested in, while making sure this information is shared in places that people are most likely to see it.

 

As part of this, we will be making some short-term changes to our monthly parish newsletters. These will now be published in line with local SNAP Priority Setting Meetings.

 

Previously we’ve shared more than 90 updates with parishes across the county, which feature messages from local Beat Managers and Engagement Officers as well as Safer Neighbourhood Team contact details, meeting dates and crime data from the previous month.

 

The crime data we provide in these updates is limited and in the short-term moving forward, we will no longer provide this as part of the newsletter.

 

However, you can still access crime data in your local area through the national police website www.police.uk/pu/your-area/norfolk-constabulary - this link takes you to Norfolk Constabulary’s page where you can then select your local neighbourhood and initial feedback in the survey suggests people find this useful. Crime data that we provide to police.uk is featured in many ways, including an interactive map where you can see what crimes have been reported and where, giving you more detail than before. 

 

Our engagement survey runs until 7 June after which we will be reviewing the results which will influence the way we communicate with the public, including the newsletters.

 

We’ll start to share updated newsletters from June and in the meantime, there’s plenty of ways to keep updated with news and updates from your local police.

 

You can follow our district Twitter and Facebook accounts which feature updates from local officers on policing activity and see the latest news on the Norfolk Police website (www.norfolk.police.uk).

New Information, Advice, Representation and Advocacy services are launching in Norfolk, providing residents with smoother access to the services they need, free of charge.

The free support, funded by Norfolk County Council, will be available to anyone in the county who needs help identifying which organisations in the county can help them, as well as helping them access those services. By offering information and advice via phone or email to anyone needing further information on services available, the service will help match people to the services they need.

The  Information, Advice and Representation Service can be contacted via the Norfolk Community Advice Network by calling the freephone number 0333 996 8333 or by email at helpline@ncan.co.uk and the Norfolk Advocacy Partnership on 01508 491 210 or email at info@equallives.org.uk.

Professionals can also refer those they support to the service’s available across the sector and region.

Councillor Bill Borrett, Norfolk County Council’s Cabinet Member for Adult Social Care, said: “When people need help and advice, it is vitally important that they can access it quickly and easily. Therefore, Norfolk County Council has commissioned the new Information, Advice and Advocacy Service to ensure people find the right support, when they need it with the maximum of ease.

“Norfolk County Council awarded the contract to deliver the service to Age UK Norfolk and Equal Lives as their combined knowledge and experience will ensure that Norfolk residents are provided with a service that is efficient, and most importantly, effective.”

This service is funded by the County Council and sees Age UK Norfolk and Equal Lives leading a free service to Norfolk residents.

Using a triage approach that will assess people’s needs, the service will ensure that residents get the right support as quickly as possible in an easy, user-friendly way.

Emily Balsdon, Director of the Norfolk Community Advice Network (NCAN), said: “We are very pleased to be able to provide this service to the residents of Norfolk. All of the charities involved are committed to ensuring people get the right help at the right time and we will approach all of the support we give in a person-centred way. The new helpline team are set-up and ready to take calls so please reach out if you think we can be of assistance to you or a loved one. We are very aware of the current Cost of Living crisis and that many people may be entitled to help and support that they may not be aware of. We can take a range of approaches from guidance so you can self-help through to referrals for more in-depth information, advice and advocacy services across the county.”

Rolling several pre-existing contracts into one, the service supports the Council’s strategy of providing good quality information and advice that is freely and easily accessible to all, helping people to plan effectively for the future, solve emerging problems and make well informed life choices to maximise their health, wellbeing and financial security.  

Both charities will be supported by a number of well-recognised and established organisations, including Norfolk Citizens Advice, DIAL, MAP, Norfolk Community Law Service, Opening Doors, Deaf Connexions, West Norfolk Deaf Association and The Bridge Plus+. The service will be able to deliver advice and answer questions on a range of issues, including access to benefits, dealing with financial worries and independent advice on accessing social care, among many others.
