Barford & Wramplingham Parish Council declared a Climate Emergency on 21st September 2021

“Alone we can do so little; together we can do so much.”

  • The evidence: The recent 2021 IPCC report and press release stated that climate change is widespread, rapid, and intensifying. “Many of the changes …are unprecedented in thousands, if not hundreds of thousands of years…some of the changes …are irreversible…” We are running out of time, and must get to Zero Carbon emissions by 2030.

  • The precedents: other authorities passing CED motions

    • Ide Parish Council (Devon)

    • Burwell Parish Council (Cambridgeshire)

    • Caister Parish Council (Norfolk)

    • North Norfolk, Breckland and Norwich District Councils

    • Cambridgeshire County Council

  • Actions so far by B&W PC:

    • We promote walking/cycling for local journeys. Footpath upkeep, signage etc

    • We promote walking/cycling for local journeys. All new housing developments must have a safe foot-way to the centre of the village.

    • We support local facilities that may be walked/cycled to. For example ... the Village Hall & Playing Fields

    • We support the use of public transport by providing and maintaining a bus shelter. We have previously Co-operated with local bus companies, Norfolk Bus Forum

    • We acknowledge flooding due to more frequent extreme events and actively pursue mitigation and prevention.

RESOLVED at the Parish Council meeting of 21.09.2021,

That the proposal is passed such that:

Barford and Wramplingham Parish Council declares a Climate Emergency and that this affects all future decision making of the council.

  • Current actions

    • That this declaration goes as a footer on all agendas, correspondence etc

    • An action plan for and engaging and working with the community, business and not-for-profit sectors to reduce community emissions and move towards renewables.

  • Scope and targets: a focus on community-wide engagement and emissions reduction, not just council’s own operations, with target dates for achievements

    • To provide leadership by working with the local community to identify practical targets and suitable timelines. The PC will help, through its policies, to realise these targets.

  • Advocacy: a resolution to encourage other councils and higher levels of government to also take climate emergency action

    • Call on SNDC to declare a climate emergency

    • Call on NCC to declare a climate emergency

    • To engage with Norfolk ALC with the aim of engaging with all PCs in Norfolk

    • Call on national government for actions that are realistic and understandable to local communities.

    • To support the development of renewable energy using the most efficient approaches, for example: an offshore transmission network for windfarms.

  • Actions to be related to specific local concerns
